cap with integral discharge spout shall be synthetic rubber molded in one piece, and grooved to fit the rolled end of the cylinder. The discharge spout shall be copper alloy tubing, sized to receive and retain by friction, a 1 inch inside diameter synthetic rubber hose. A 1 inch inside diameter synthetic rubber hose 60 inches in length shall be furnished with each pump. The pump shall be capable of pumping at least one US gallon of water in eight cycles. The maximum dimensions of the pump shall be as shown on figure 1. The valve shall be labeled with a double-ended arrow indicating open and closed positions. The pump inlet and outlet shall be clearly labeled for identification. The pump, complete with discharge hose, shall not exceed five pounds.
Regulatory requirements. In accordance with Federal Acquisition Regulation, section 23.403, the Government’s policy is to acquire items composed of the highest percentage of recovered materials practicable, consistent with maintaining a satisfactory level of competition without adversely affecting performance requirements or exposing the suppliers employees to undo hazards from the recovered materials.
Preservation, packaging, packing, labeling, and marking. The preservation, packaging, packing, labeling, and marking shall be as specified in the contract or order.
Quality assurance Provisions. Each pump shall be examined for the following defects. Presence of one or more defects shall be cause for rejection.
a. Materials not resistant to corrosion or deterioration.
b. Dissimilar metals not protected against galvanic corrosion.
c. Pump design not as specified.
d. Pump performance not as specified.
e. Level of preservation, packaging, packing, and marking not as specified in the contract or order.
f. Optional/additional equipment or accessories not as specified in the contract or order.
Certification: Unless otherwise specified, the contractor shall certify that the pumps offered meet the salient characteristics of this item description and that the pumps conform to the producer’s own drawings, specifications, standards and quality assurance practices and is the same pumps offered by the contractor in the commercial marketplace for at least one year preceding the solicitation. Prior to delivery, the Government reserves the right to require proof of such conformance and to perform any inspections as may be necessary to assure the pumps conform to the requirements as stated herein.
